Not really, without DVD burner or DVD recorder, you are out of luck. You can still hook up your digital camera directly to TV via A/V ports or you can plug the camera into VCR (I assume everyone has one) and record it on the tape.

first: what format are your movies ? "mov", "av" or "mpg" ?
If are NOT mpg you will need some sort of software to convert your movie files into "mpg" format in order to be able to see it on TV using regular standalone DVD player. Only few models of DVD player are able to play/read avi - divx5 movie format. (Philips does)
To create movie DVD I am using Movie Factory 3 with good results.

well ...if you wanna create a DVD you need a DVD burner drive (DVD writer)

You have to have a program like Windows movie maker and a DVD burner.
A camera store might be able to do it for you, but it would be expensive.

There are several places that offer this service. Google it or try this one: http://www.apmstudio.com/default.asp?utm_source=google%2Bsupport&utm_medium=ppc&utm_term=sos%2Baugust%2B06&utm_campaign=stronger&gclid=COGSs_G1uogCFSjTYAodIWj1yQ
