no, you can have some things that are "pre-tax"
for example 401K investements (but you have to pay tax later when you take them out)
some things are not taxed for sales (like food in some states)
but most things are taxed. to pay for the roads, stoplights, police, air traffic control system, food inspection, and everything else that gives us a safe infrastructure to live in. if you don't like politicians, try living without a government.

For the "volenteer serivces" to get paid....Fire Dept, Police Dept, Schools, 1st Aid Squad..etc
