sheets of polyester batting (purchased at a craft store), Styrofoam.. if it's outside, the wind may blow this into the neighbors yard. LOL... even a white sheet that's secured to the ground might work.

It'll also need to be weather proof... rain, wind, sun, etc.

Instant mashed potato flakes are used in Hollywood to simulate snow. It's great because they're biodegradable.

why dont you go for spray foam. just spray it on the floor and it wouldlook like snow

how about the little white pellets they use in indoor plants, I don't know how much you need but it would be good for the grass when it does dissolve.
