i don't think so, because we'd have to check on the evidence upon which the generalization is based. if the generalization was based on, let's say, a worldwide consensus, with scientific data or whatsoever backing it up, then it's most probably true. however, like in the cases of hasty generalization, then that generalization would most probably be false.
