to the normal position. Is this common thing with the Cummins engine?

I assume you're referring to the tachometer? As soon as you start the engine the tach should register. It might take a minute to reach operational RPM, but that's unusual. Make sure you're using the correct engine oil such as Rotella and a good quality oil filter. Try some engine oil treatment, prolong, duralube, Lucas Oil products. Under no circumstances should you use a Fram Oil Filter on a Cummings diesel engine. I've been told if you have an engine problem and using a Fram it VOIDs your warranty.

The truck should still be under warranty, ask you local Dodge Service Adviser at the dealership.

If you're speaking about the speedometer the needle should move when the truck starts rolling or at least by 5mph.

Diesel motors take a little longer to warm up. It's not good idea to drive your truck when it's not warmed up if you want the motor to last longer. You should always allow 10-15 minutes to warm up your truck in the morning.

the cummins is a big motor with a bigger cooling system, and they tend to take some time to warm up. plugging in the block heater will help some, but dont expect heated air right away

do you mean the temperature gauge ? the factory units aren't really all that accurate , if you are topped up on coolant and the gauge is reading as true as it can you may want to consider installing a set of aftermarket gauges, oil press. amps. and coolant temp are the typical 3 to start with , dont " cheap out " get some decent ones .
