It could be done anywhere you can grow sugar cane. Al Gore said there are even better processes available that would allow us to leapfrog the sugar cane technology. He didn't give details though.

It's better to be cultivated in tropical places with abundant amount of water. That's the advantage of Brazil.

I'm not aware of the conditions of Louisiana or Florida. But even in the winter, the weather is hot in most of states of Brazil.

It's called a distillery, and yes, it could be done. You have to get a license to produce however.
