Let's start with that border... Plan A: Wet it and try to take it off (start at a corner of the paper). If it does not come off smoothly, just let it be - you don't want the walls to be a mess, especially if you are not allowed to paint. Plan B: get a hold of some long pieces of inexpensive fabric and drape it along the walls to cover the border. You should be able to accomplish this with a wall mounted hook every few feet, depending on how drastically you want it to drape. Personnaly, I would use bold fabrics in red, purple, and gold with very dramatic drapes to make the room look like the inside of a Moroccan tent. Of course the colors are up to you.
Once you have taken care of the border problem, you can set to work on the rest of the room. To change the look of your bed, take 2 flat sheets (one size larger than your actual sheets) and sew them together on 3 sides to make a duvet cover (basically a giant pillow case for your comforter). On the last side, attach ties, snaps, or buttons... anything that will let you close and then re-open that end. Stuff your existing comforter inside - make sure it is flat! - and you've got a brand-new comforter. You can easily make this a "reversable" comforter by using two differently colored sheets.
The rest of your accessories - throw pillows, window coverings, table lamps, posters, rugs, etc. you should be able to get fairly cheaply at a second-hand store, a discount store (like TJ Maxx or Ross), or IKEA (if you have one in your area). Actually, I would highly recommend IKEA if you have one close by. They have more inexpensive accessories and storage ideas (to organize your closet, let's say) than you would imagine. I once bought 3 ceiling lamps there for less than $15!

thats a toughy, if you can buy new bedsets, that's a plus, go with something orangy or red to match your walls. You can always do fabric on the borders, are they on the high end of the wall? or in the middle or bottom? Because if they are on the top, you can always, use hooks or tacks, and tac up fabric in a decorative way to conceil the border.
you can also get or make photo collages, or pin push boards, and line the entire border with them, over time of course. It could be pretty fun.
I have a friend who's room still has 1950's wallpaper, of planes, trains, and old cadaliacs. we tease him, but hey, it's what came with the house.

Just get new border, and a complete bed set..theres alot that you can get to go with orange walls that would really look cool...that doesn't cost alot..

wet the border with warm water and take it off.....pick a color that will make the orange not too bold..like tan....or green and accent with that.....use solid colors for your bedspread.....and pillows...cover your tables and book shelves with scarves ..all the same color.....change your curtains..try some flat sheets...hang them even if they are too long...puddle them on the floor. Take down your art and put up something else even if you go get poster paper and make abstract art with water colors......move the furniture around...get rid of clutter..Use your imagination.
