1. There are two websites that claim 23 official languages, being Hindi (which is the official language of the Union, and also an officially recognised regional language), 21 other regional languages, and English (used for official purposes). Here they are in alphabetical order.

2. In support of the basis of your question, there are many websites that claim that the Constitution recognises 18 official Indian languages, excluding English (rather than 22). Bizarrely this also includes another page on the Wikipedia site (http://en.wikipedia.org/wiki/Languages_of_India )! However, they then list less than 18, so it is not possible to identify the four additional languages in 1. above.

3. If your question is for a quiz or similar, then I haven't been able to find a definitive list of 18. However, if it is for school homework, I'd go with the list of 23 languages.

For God sake, the national Language of India is barely Hindi. English is spoken via 80% of the inhabitants. Tamil is a language basically spoke via Tamilians. ITS no longer OUR national LANGUAGE.
