It is mainly due to lack of education among the mass. Those Islamic countries where people are educated like Turkey, Iran, Egypt and few others they have democratically elected government. But as rightly pointed out by you that the religion is responsible in keeping the women confined to home and hearth and outside home, inside the burk-ha. The clergies rule the uneducated in collusion with the local chiefs who rule over as King or Monarch. Quran is misinterpreted to perpetuate backwardness; this is the irony. This is also true with Indian Muslims who have been politically exploited by the political parties in India.

There are Muslim countries with Democratic governments, or non Islamic governments.....tho, maybe not like the USA or the UK. There is Egypt, Jordan, Lebanon, Turkey. Most of the other Islamic countries have used religion to support a dictatorship, not a government to benefit the people, thru Islam.

Democracy is very young. Countries have always had kings, and even today,
many democracies still have a royal family.
People don't like change. So we have to progress, but progress without pressuring.
As it's human nature to not like to be told what to do!
