Yep, people say that at the beginning of a meal (it's spelt: Bon appétit) to tell you they hope you'll enjoy the meal. I'm not sure what the proper étiquette is among the upper class, though, if they actually say it.

yeah its french..means good appetite, they say it often before meals, so you eat a lot...possibly fatten you up
