The only one I can think of from the top of my head is the MAXIM ICM7211 / 7212 which has a function input "BCD or Binary" on its pin 4.

You have a very restricted definition of decoder that applies only to a very specific subset of decoders. As you found out, there are lots of other types of decoders. The most open definition is a chip (or circuit or piece of software) that changes a digital pattern from one code or pattern to another.
