in leveling for construction, where is the reduced level taken from??

im a first year civil engineering student and our lecturer keeps throwing"50m" "52m" etc at us and i want to know where he is geting them from

Sounds pretty arbitrary to me. The datum for leveling is usually the lowest accessible elevation on the site.
