Actually, not ALL are black, those on ceramic enclosure are not....
But OK, most are, and I think the reason might be heat dissipation, for which black colour works best.
(That's why most aluminium heat sinks are black anodized.)

IC 's are also white. It is just a standard colour may be to distinguish against green and browm PCB's.

its just the way it is.it's an norm world wide. same as house electrical = green is ground the world around.
