This sounds very strange and I can't really guess what it is without more detail.
lumps anywhere on the body can be just a spot as humans get, a benign tumour which is simply a fatty lump under the skin, or a malignant tumour which will grow and have serious consequences.
The fact that you say it is near his mouth indicates that he may have stuck his nose some where he shouldn't and have something lodged under his skin. That may also be why it moves. Seeds have this effect, or ticks can look like a lump as they bury themselves in the skin.
I would recommend a visit to the vet or nurse to get it looked at.

doesn't sound too bad but might become a problem, so off to the vet with you, regardless of the cost!

We don't know, we cant see your dog or the lump, ask a vet to examine it.

go to the vets just to be on the safe side, it could be just a cyst so dont worry too much.
