There are many ways this sentence could have been worded.
In the first sentence, "done" is the incorrect word. "Did Saddam Hussein do anything wrong...?"
In the second sentence, "on" would be better replaced with "about". The word "is" should come between "then" and "why".

The following
"Did Saddam Hussein do anything wrong against the US? Why is the US happy about his hanging?"
or
"Has Saddam Hussein done anything wrong against the US? Why is the US happy about his hanging?"
would have been acceptable grammatically.

Saddam Hussein is a mass killer of his own people! And he is being tried by his own people for crimes against humanity! The fact that the U.S. helped in his overthrow does leave a bad taste in the mouths of a lot of Iraqis and Americans! We know that he could not be overthrown from within Iraq. But think of the alternatives! He'd still be out there spitting that Muslim hate out against the West! And his people would still be suffering under his yoke! Not to mention his two killer sons!!! You must remember! he destabilised the whole of the middle East! Which was good for America and her allies. And Bush has has brought them all together again! LOL! So! He's dammed if he does! and he's dammed if he doesn't! lol! Have a good day!

Leave out the word "Then" on second sentence.
Why is the US happy ABOUT his hanging?
Some of the rudeness may be because they assume that everybody knows the whole story behind Saddam and the US.

The answer: The Iraq war has become unpopular with voters back home so the U.S government will be happy to finish the war and try to buy back public confidence by offering tax cuts (which they can't afford right now because bombs and bullets are expensive).
