That your mind is playing tricks with you. You are hallucinating man. It just means that girls do not like to stare into the eyes like many boys do and just try to close the staring game by looking down. They may get a quick look at their dress to see why are you staring so? Is there anything too noticeable that you are staring at? It is just like most boys may look down to check whether there zip is closed or not if someone stares at them for long. But perhaps you have mch active imgination and need to check that.

People look at them self for many reasons.
eg
Say you forgot to gyp your pants. Chances are the person finding you in that condition will check his fly to make sure his is gypped up.
Some people are self conscious of their body and they look at their body from time to time but in particular soon after they meet some one to check every thing is prim and proper, it looks like you are in the company of most of such girls.
Girl do ware falls items such as extra padding .... they need to check them.
You may be not knowingly staring at their chest or pendent on their chest, in that case it is a normal reason for them to see what is going on if every thing is in place.
Next time you just look strait at their face and eye and do not let your eye wonder, to this perticular zone, see what happens.
