NO. While some groups have within thier own ranks a sort of heirarchy there is no generally accepted ranking system for those that practice the magical arts. And the nature of the practice is so varied and so different that any such ranking system would not be possible.
After more than thirty years of involvement in the area I have seen people try and fail to establish strict rankings for practitioners of magic and to date have never encountered anyone that could come up with one that enough practitioners would agree to to make the effort even worth trying.

The most powerful would be the one most assured in their faith, and the weakest would be the one lacking in faith. But that's true of any faith, isn't it?
I've never heard of a ranking system for Wiccans, if that's what you meant. Not all Witches are Wiccans and not all Wiccans are Witches, so you'd have to find a whole bunch of them and maybe ask if they rank each other in their Covens. I don't know why they would, though. The whole point of any group of the same faith is to work together, not fight.

From where I come from this is the ranking. As far as I know, Sage is the highest, because it is only gained by some blessed birth rite. Mage is the next, they are the leader in there type of ability. From there it goes do the masters and apprentices. From there it just goes down to your basic users who just use magic for hobby than actually trying to study it. It gets more complex, but that is the basic structure.

NO.Beginners are the weakest but may be stronger in some areas than their teachers or the high Priest or Priestess.and need tougher training in those areas for better control. The teachers and the High Priest or Priestess are the more powerful in most areas but have weakness in others.

if there was a ranking than it should be the witches.i think the witches would get the most votes because of them calling on the divine to help them.so that is the reason why i believe that they would be the most powerful ones.
