It should not if the heater is properly insulated.
If you use a immersion heater in a bucket of water to heat it, you will get an electric shock. The immersion heaters are not insulated and the circuit between the rod and the ground completes if you try to see how hot the water in the bucket is, by touching the water.

hello raj, well as people before me have pointed out it depends upon the:
1)Quality of the water heater,i.e whether it is insulated(a material that is usually coated around electrical appliances and is not a conductor or does not pass on the electricity from the object to something that touches it.
2)It also largely depends on the leak of the water heater or rather the wire that is being in use if it has a tear say due to frequent use or by accidental contact with daily or utmost frequent heating it might shock a person coming in contact with it and the velocity largely depends on the wear and tear of the wire,it might be just a shock or lethal.
3)usually or ideally it should not shock if you do want to check whether it will shock it is a high risk business,wear a glove,be in rubber slippers and in a wooden stool have a wooden stick around too then try it even if it is lethat nothing will happen perhaps a jolt.It is best if you check all the necessary things that everybody here has mentioned and have the precautions around.Remember prevention is better than cure.

normally when heater is on and you touch water then there should not be shock. But if the quality of heater is not good there is always chances of electric shock. Moreover the problem of shock is related to older heater. So it is advisable not to touch the water of bucket when heater is on.

It depends whether ur bucket is of a metal or non metal, 'cause metals are good conducter of electricity and if ur heater is faulty u can get a shock. But if the bucket is non metalic u can' t get a shock

The hot vapors get inside the closed upper unit, where there are open wire joints and also accumulate over the wires. This vapor condenses inside that units, and through the wires and that unit gets wet. This is tested, and is a major cause, if not the only cause, of electrocution.
