An old family friend asked me to build/rebuild the 289 v8 in his '66 mustang he wants as much power as $3000 to $4000 will bring, I'm mostly looking for ideas and possibly a place to purchase a street legal dual quad intake manifold for it. I can do the work, but I am having trouble finding some of the parts.

A dual quad intake is mostly a show piece. The only small block that needs that kind of breathing spins to over 10,000rpm.

As I recall my small block Ford info, the heads are a limiting factor. I hope I got that right since it's been almost 18 years since I had a Mustang.

For the amount of money you're spending, I would do the following:

1) Ported/polish heads
2) Replace the factory camshaft and intake with a matched set of cam, intake, and carb from a reputible manufacturer such as Edelbrock.
3) Longtube Headers that are matched to exhaust ports
4) Good electronic ignition
5) Change the compression ratio if dictated by cam choice
6) Spend money on quality parts that will not make it fast: water pump, bearings, studs/bolts, radiator, and machine work.
7) Be sure to degree in the cam
8) If it's not fast enough spend an extra $500 and get a 100 shot of nitrous.

You can get a lot of power out of a 289 for 3 or 4 grand. You'll get better info if you find a Ford enthusiast website. Try looking at the mustang & Fast Ford magazine. 289 parts are still fairly easy to find, Ford made a lot of them. You can likely get more street-useable power out of a single 4bbl carb and dual-plane intake. The dual-quad is car show, full-drag kind of setup.

replace the 289 with a 351W, use aluminum heads, Dual plane intake (Edelbrock RPM air gap is best) and a dual pattern cam with as much lift as you can go with out coil bind (consult your machinst).
The 351 makes more power out of the box and has a much better crank shaft (same journals as a 460) plus a 1/2 inch longer stroke. It also uses a better firing order to reduce stress on the front main web.

please don't put a dual quad on this motor unless you put a bucket on the tailpipe to recover some of the raw fuel that will blow through :) . if it is a correct '66 289 prep it for storage and do like this person above said and get a roller cam 5.0 , look for the magazine mustangs and hot fords for tips, sources etc, do nothing to butcher that hood . have fun, good luck . oh almost forgot, put power disc brakes on FIRST!!!!

Get a newer 5.0 roller cam block , their cheap and the roller cam set up will free up 40+ hp that would be lost to friction. Try ebay.com for some cheap used goodies . I pick up new keith black pistons for under $100 all the time. You can get a new 3 -2 set up complete for $1500

find a set of E7TE heads, common 5.0. use 2 390 CFM holley carbs, same as 1 780,looks better. ACCEL distributor/coil/wires, good set of headers. automatic? get higher stall converter.
