NOTAM information is not to be filled with Flight Service prior to three days before the closure, etc... is set to occur. The FAA states that the NOTAM should be filled as soon as practical, but not more then three days prior. So really there is no set rule to how many hours prior.

we had a Cessna 421 land with the gear up on our runway and we issued a NOTAM right after it landed

it's a little on the dumb side to file for runway closure 3 days in advance, because you may be delayed. I always wait until i'm aobut to get on approach, that way, i have time to get out of anyone else's way, and can circle if nessisary.
