Here's the deal. I got a letter from the DMV saying my license is expiring on my 21st b-day. But it said I had to get a form filled out by an eye doctor to renew. I figured I'd get around to it eventually, but today I got pulled over for passing on the right. The cop gave me 2 tickets: passing on the right and expired license (less than 60 days). First of all, all my friends said they had new licenses sent to their homes without any renewal process (when they were 21). Does everyone have to fill out the eye form? Second of all, how many points does my 2 tickets net me? Third of all, if it turns out that the DMV was supposed to have sent me my renewed license directly, does that get me off of the ticket?

For your third point:

The DMV is not supposed to do "anything" for you. They won't call and say..."Hey, Timmy...we're still waiting for you to give us your eye exam report so we can send you that license renewal you need." All they do provide you with are due dates and you said you took your sweet time to "get around to it."

It's your responsibility to be up to date and be informed about what you need to do to drive legally.

So no, that doesn't get you off of the tickets.

Everyone has to send in the eye test form if they chose to renew the license by mail or online. If you don't have the eye doctor fill it out, they won't renew it unless you go to the DMV yourself. They are very clear about that on the website. I don't see how anyone you know could have gotten around that. You can't get out of the ticket that way because the DMV was not supposed to send you the license without the eye test form.

You can only have a license replaced (if lost), not renewed, through the mail/online without the eye test.

You don't get points for expired license but the fine is not small, they don't send licenses to ur home anymore... u have to go in person to renew it... I don't know much about points in NY.

ANY moving violation will give points on a license.
