I have two ELCBs(Earth loss circuit breakers) in my house, one on each floor. One of the two trips (turns to OFF position) many times during heavy rains due to lghtning. The other one does not trip at all. What is wrong with which one of them ?

It might be two possible things. One, the ground to that connection could be poor, causing the ground leg to raise during the lightning. It could also be that the sensitivity of that breaker is too high. Try swapping the two. If the problem follows the breaker, it's the breaker. If it remains in place, you might have a wiring problem.
