I believe technically a 25 year old car is considered a classic, but it depends also if the model was popular or a special model. Some cars become classic since they were in the market the first day, but they are usually sports cars like some Ferrari.

definitely depends on what kind of car it is. The iroc camaro or 5.0 stang i'd say yes to maybe. the 85' chevy celebrity um...hell no. to be a classic, in my opinion, doesn't just mean that the car is old. It has to be memorable and definitive, you know...a classic
