My neighbor dyes her children's hair and gives them root touchups every 4 weeks. Her kids are 7, 9 and 10!

That is to young! You should never put chemicals on a childs head.Their body chemistry is different then an adults or some one that has gone through puberty.I have heard some sad stories. One women tried to lighten her daughters hair and it turned blue and damaged the childs hair really bad. A hair stylist wouldn't even touch it and told her to just let it grow out. Another women took her 8 year old to have her long hair relaxed and the hair broke off really short. the child was in deep depression.

I don't think its right to dye a childs hair, especially if its because you want to change the color. It damages the childs hair at an early age, and will scar them for life. Especially when you think about that their parent didn't think they were cute enough with their own hair color. But if its up to the child, then they are growing up too fast.

When they are teenagers or pre-teens [12-13 at the youngest!] and express an interest in having it done.

Why would anyone dye a small child's hair?...it can cause a lot of damage at that age. Especially to the delicate skin on the scalp.

When they're old enough to pay to have it professionally done themselves. Your neighbor obviously has identity problems and is now trying to live through her children. I personally think it's rediculous to dye a kids hair when they are that young. Parents shouldn't be putting a focus on something like that. I'll bet anything her husband is a pervert.

any age under 18, a child should not have dye in their hair until they are 18, that would be a legal form of child endangerment.

I am 12 and I did it when I was 10 and my hair is healthy, shiny, and never looked better!

In my opinion I would honestly say the year that they start 8th grade. If you start dying it too young, than their hair will become damaged earlier and easier.
