The old testiment said Jehovah promised Noah that the flood will not come again. Rainbow is the proof. But I can say, the flood will come again.

He said it meant he would never again flood the entire earth. It is a symbol of his promise in that regard.

I am not a JW but I understand it to mean a promise from God that HE would never again flood the world...........for some reason it is now done in groups of land.

This is the new covenant....never again..
I do set my bow in the cloud, and it shall be for a token of a covenant between me and the earth.
9:14 And it shall come to pass, when I bring a cloud over the earth, that the bow shall be seen in the cloud:
9:15 And I will remember my covenant, which is between me and you and every living creature of all flesh; and the waters shall no more become a flood to destroy all flesh.
