Quran 2:217 YUSUFALI: They ask thee concerning fighting in the Prohibited Month. Say: "Fighting therein is a grave (offence); but graver is it in the sight of Allah to prevent access to the path of Allah, to deny Him, to prevent access to the Sacred Mosque, and drive out its members." Tumult and oppression are worse than slaughter.

This verse is creating an exception for Muslims who fight murder unbelievers on the forbiden month. Heres the verse regarding the forbidden month:

Quran 9:5 YUSUFALI: But when the forbidden months are past, then fight and slay the Pagans wherever ye find them, an seize them, beleaguer them, and lie in wait for them in every stratagem (of war)

So now we see that Muslims can murder unbelievers at anytime, which makes the above verse unnecessary.

Ok, so the justification for breaking the 'forbiden month rule' was the idea that any "tumult or oppression" that a Muslim could possibly perceieve is worse than the murder unbelievers on the forbiden month

You have a wrong perception of Islam and you have a wrong interpretation on both cited verses.According to me Surah 2 verse 217 Allah spoke that oppression,tumult,expelling and cruelty are worse rhan murdering.because in killing his/her pain is only in a few second ,but oppression ,tumult,cruelty and expelling give a long misery and pain to someone.Those acts make an ill heart ,annoyance,displeased or grieved to the victim.
Yes during the 4 months prohibition of war,muslims should avoid
declaring war to the attackers by making a peace agreement..Al-
lah spoke that making a war in those months muslims will have great sins.But if their enemy (unbelievers) would not make a peace agreement and they blocked the way to mesjidil haram(haram mosque),muslims could kill them.The unbelievers continued to make war with muslims at that time,because they wanted muslims back to their belief praying to idols.
If you read verse 216,you can understand that Allah spoke that making a war (with the attackers) is a must although muslims hate it. The effect of hating something maybe better for humans than enjoying something that will be worse for humans.
Surah 9 At Taubah verse 5 can be interpreted in one verse alone.In verse 1,2,3 and 4 Allah spoke that the unbelievers had made a peace agreement with muslims.Allah will weaken the unbelievers.Allah also spoke that for the unbeliever was better to ask forgiveness from Allah and if they did not want it,they would receive a hard punishment from Allah.So after the 4 moths prohibition for war,muslims could make war with the unbelievers.But if they regreted it to Allah. and they prayed to Allah and paid zakat or islamic taxes,muslims should let them free and protect their living.Allah indeed is merciful and graceful.
On verse 6 Allah spoke that if the unbeliever asked for protection to muslim,we should protect him/her.So Islam is a peaceful religion.

4. (But the treaties are) not dissolved with those Pagans with whom ye have entered into alliance and who have not subsequently failed you in aught, nor aided any one against you. So fulfil your engagements with them to the end of their term: for Allah loveth the righteous.

(your quote):

(the rest of this ayat):
but if they repent, and establish regular prayers and practise regular charity, then open the way for them: for Allah is Oft-forgiving, Most Merciful.

(next):
6. If one amongst the Pagans ask thee for asylum, grant it to him, so that he may hear the word of Allah. and then escort him to where he can be secure. That is because they are men without knowledge.

it's interesting to see why the asker 'STOPS' at one (or less than a) particular ayat only.

Back in the days the Pagan where always starting stuff with the Muslims. So in the Quran what they're saying is When it's Ramadan the sacred Month don't kill any people it's better to let them kill you then to kill them. But after Ramadan you can kill them if you must.

don't you guys understand that we submit our God alone. want to know what's more worse than what you just mentioned? the Hell that God has prepared for those who disbelieved, Tsunami, Katrina. this is ur God, worship Him alone.
