You're 17 years old and wet behind the ears. Don't you think it would be a good idea if you went through boot camp first? Either Navy or Marine Corps boot camp will get you a lot closer to the Seals, but first you have to complete that part of the journey.
The Navy Seals really aren't looking for 17 year old's to fill their ranks, they would rather have seasoned veterans who have been around the block once or twice. So my suggestion to you is slow down, if you still want to be a Seal once you are in and through training, go for it then.In the meantime get yourself ready for Navy or Marine boot camp.
By the way, regular boot camp, particularly Marine Corps boot camp,is not exactly a walk in the park, so get yourserlf in condition, it will make life a lot easier once you're in the thick of it.

Buy the book "The Complete Guide To Navy SEAL Fitness" by Stew Smith. This is the best book I have seen on training to become a Navy SEAL, or anything else in the military for that matter.
How hard is? It just depends how much you want it. The training Navy SEALs go through is hard, so you better work hard as well.
Check out the forums on websites like navyseals.com, they will be a lot more help than it is here.
Like the guy said above, boot camp is not easy, but by then it is way too late to start thinking about becoming a SEAL. It can take a full year of training to get in good enough shape to have what it takes. No boot camp is anything close to what Navy SEALs do.

First of all don't expect it to be an easy ride.
What you really need to consider is your height. The shorter you are the lower the weight limit. You can find out the weight limits and standards from a local recruiter or a web site, I am sure.
The military has changed the way it makes it's weight standards recently. They look more at body fat percentages than actual weight. They measure your neck and waist and get an "index" weight and compare you to their chart. If you exceed your index you are considered overweight. If you are overweight when you go to boot camp, you can expect to loose some while you are there, but going to boot camp unprepared is not a wise move if you know that you are out of shape and overweight.
Militray members have to stay in shape regardless of season, so that is a lame excuse. Running, swimming, weight training, bicycling can all be done indoors. Watching what you eat and reducing your intake of calories would be a good start along with a regular exercise routine.
I was in the Marine Corps and even if you had to run laps around a ship or lift ammo cans, logs, rocks, sandbags, whatever you could find, you tried your best to stay in shape. The weather was definitley not an excuse to not go run a few miles. Rain, snow, sleet or shine you're still on call 24/7.

go to a playground to do pull ups and just keeping doing pull ups till you can't get a rep same for push ups. The day after do abdominal work crunches an sit ups some planks too. Google the exercises if you don't know them. Oh yea RUN. Run to the playground to PT run home there is no off season work on getting to a 5 mile run. Do that almost daily once you get to it don't go out an try it. 1 mile then up... Most importantly don't over train. Also, work on swimming because that's what SEALs do. Learn the Side Stroke, youtube it whatever. Always stretch before an after PT. You have at least 4 years till BUDs if not more

Lets get something straight, first! The navy seals do not recognise seasons! There is no such thing as a winter or summer. When you are operating as a seal! You go in and do it! So if you wish to loose that weight, Go in hard and do it! The entry qualification for the seals is very high! There is a 75% drop out! So train! Train! Train!

Run Run Run navy seals is just as mental as it is physical. go to the mountains and run if you have the chance. run in sand of loose dirt. you have a long time to get rdy your 17
