That exact address should just be a regular apartment building and not a brownstone. You could call it a "walk up" if there's no elevator. If your asking if it has an actual name, like a housing development/project would, then no. That building is not related to the city housing authority.

They used to be called brownstones. I was particaly raised in one on Bushwick ave. in bklyn,ny.
