Whomever the vehicle is registered to needs to take out the insurance. If the car is registered through the state in only your name, then you need to take out the insurance, regardless of your age. The problem is that the purchase of a vehicle (therefore getting the registration in your name) needs to be in writing, and a minor is not able to enter a contract for a vehicle purchase. The courts sometimes will grant a minor the ability to enter that contract, but it needs to be considered a necessity-and there aren't too many teens who NEED a vehicle. Taking out insurance on a vehicle is also technically a contract, and it is in writing which you need to sign. I wouldn't say it's impossible to happen, but very unlikely that someone under 18 would have a vehicle registered in their name only, and therefore having their own insurance policy. It would be much cheaper to keep the vehicle and the insurance in your parents names until you are about 21.

Insurance policies are written to the titled owner of a vehicle. If you are sixteen and have your car titled in your name then you will be written a policy for that vehicle in your name. Most insurance companies write the policy to match the title of the vehicle not the age of the driver.
