Immigrants from the European Economic area and their families are free to come as long as they have means to sustain themselves (so they can't claim benefits, in spite of what most people think).
Any other immigrants are dealt in a case by case basis following Home Office guidelines, but the UK (because there is no such a thing as an English Parliment) does not have any quotas to adhere to.

John Reid government minister in charge of the Home Office, made a recent statement that the UK can take 500 immigrants a day. This is based he says, on the fact that 500 UK citizens leave the country every day. ( I wonder why? ) And that's the only official government policy you'll get.
