The Parliment does not decide questions of immigration in day to day practice, that is a prerrogative of the Home Office.

Immigrants from the European Economic area and their families are free to come as long as they have means to sustain themselves (so they can't claim benefits, in spite of what most people think).

Any other immigrants are dealt in a case by case basis following Home Office guidelines, but the UK (because there is no such a thing as an English Parliment) does not have any quotas to adhere to.
