It can mean Drunk Driving or it can mean driving while under the influence of Medicine.
My niece was ran over (AND PARKED ON - she's 5 years old) by a guy taking 3 pain-killers. He was ticketed for driving Under the Influence. He was so high on painkillers he didn't even know he hit her or that he parked on her, lol. She was fine, it hurt her leg, but didn't break it, just a bad bruise, so she was VERY lucky! Her father was not so lucky. He lifted the car off her in a panic and now has back and neck trouble :/ poor guy!

This could mean several things and it should be in your rextbook. The most common meaning is "driving under the influence" or "driving while intoxicated" (DWI) in some places. This would be normally mean operating a vehicle while drunk or using a narcotic or a drug than impairs alertness like Benadryl.
Not knowing what you are studying, it's impossible to say for sure.
