It means she is not interested in you at all.
It could also depend on the way you say "hi". If you say "hi" with a sincere smile (not a come on smile) most people will say "hi" back and smile at you. Try smiling and saying "hi" to strangers.....you will be surprised at how many will say "hi" back....if done correctly.
Thanks for the two points.

It means nothing. It mean everything. It really depends on the girl. Not all girls are the same so a smile for one is being rude and ignoring you and for others it is the naughtiest flirt she could possibly think of. You understand? If she wants to mean anything by it she will probably give you other signs but don't try and make something out of nothing or else you could get let down.

It means that she basically is a semi-friendly person that wants nothing to do with you and don't bother her again. She has an inner fear that if she does speak, you will want to chat with her. A good test is to say "hi" to her as many times as it takes for you to get the message.
Or, maybe her boyfriend was near and she didn't want to upset him. In which case, she may have a serious crush on you.
She could have bad teeth also.
It has to be one of the above three possibilities.

If this is your first attempt at communication with her, and you are the same age, she is just uncomfortable and shy. The small smile acts as a return of your greeting.
If you are much older (5+ years) then it means that she acknowledges your greeting, but feels uncomfortable with your presence.

She could have been thinking of something else and just didn't notice you spoke at first
or
she could be in a bad mood, but didn't want to appear rude
or
she has no idea who you are, is a little confused, but again, doesn't want to be rude
or it could be something completely different, every girl (and boy) is different and reacts to things differently

1) she thinks you like her so she wants to put you off by not showing interest
2) she didn't have enough time to smile w/o looking compleatly dorky
3) she's not used to guys saying hi to her
4) she thinks she has something in her teeth and doesn't want to get embarrased
(This is all assuming there is nothing wrong with you... ^_^)

This is what is known as an indicator of interest (ioi). By itself, it usually means you should approach her. A continuous pattern of these means she is highly attracted to you and you are being rude by not approaching her.

She is being cautious. Her mom taught her to be afraid of strangers to protect her and her dad taught her to keep her mouth shut, maybe? Or she could be playing you. If she is young, she is not playing you.
