That is because it is programed so if someone pulled it out of the dash or ripped it off it would be useless with out the program code.
Call the local dodge dealer and ger the reprogram code.
YOu will have to prove you own the car befor thy will give you the code.

From what I gather, you have re connected the battery, right? If so there seems to be some sort of alarm or other anti theft system in the radio, check your user manual. If it is a factory radio, you should check with the dealer or try to find a forum specific to Dodge or to your model.

the radio obv gets power from the car battery. As far as the blinking, it must be specific to your radio.

look in your owners manual i know some cars you have to punch in a code.
