comes from years ago when dogs were in the wild and they trampled the grass down. they do this also before they lay down to go to sleep.

My black lab does that too. She never fails to circle. My guess is it's a gesture to inform others that Hey, I'm about to do my thing.
But it is really puzzling, because she's the only one that does that. My yellow lab does not circle. She just sniffs the area, choose and then take a dump.

They don't always circle. In fact very few do. They are leaving a scent in an area as well as relieving themselves. It's a territorial thing. Claiming their territory.

I think it's a "social" thing. I think it means "hey dogs, I'm gonna take a dump so leave me alone for a bit".

maybe it is what their ancestors did before lawnmowers where the grass was tall so they had to trample it down so that it doesnt make their butt all itchy. i know it is nasty, just a thought :P.
