A stable government that allows it's citizens a voice through the electoral process.
An adequate and effective national defense force.
Secure borders.
Freedom of speech.
Freedom from persecution.
The Rule of Law.
The list is long, but not unobtainable.
And last but not least, the rest of the middle east gazing upon a free Iraq and saying amongst themselves. WE WANT THAT TOO!

Shorty..that is a bunch of crap!! Winning a War gives you freedom, WHICH IS GOOD!! Not Bad!! I wonder how things would of been here if we would have lost all previous wars, then you can tell me that everyone is a Loser. Fact of the matter is, as much as people hate War and the military, we have to have that because everyone else has one and we have to protect ourselves from this cruel world. We can't just say, "let's not have a military no more", because other Countries will just take over and it will be a disaster.
US won WW1 and WW2, 2 major victories that changed the US, things would not be the same if the US would have lost those wars. Same thing with Iraq, if we lose i don't think we'll be safe again, and if we leave we'll make our enemies stronger, example..IRAN!
Now tell me how leaving Iraq will be the best thing to do?

Victory? What kind of victory? A victory would be having stability, safety, democracy. Law and order with good government. That will take a very long time.
You didn't ask how to achieve it. That's the BIG question.

i think of the victory replaced into combating an Al-Qaeda takeover, and ending sectarian violence. Al-Qaeda in Iraq is largely destroyed, and there ultimately seems some degree of peace between the Iraqi government and the Sadrists. Now, we will gradually draw down our troop stages. we've basically already performed this victory. it somewhat is not WW2. we're not celebrating VJ day with parades interior the streets. we are quietly making waiting to bypass away.
