Bc they assume you're up to no good. Or, you're discouraging a business's patronage by being out there.

If I understand your short inquiry...no loitering statutes are designed to prevent "hanging out" in places known to the community to be trouble spots. I'd suggest if you don't like the law that you find out who made the law and work to change it. Many places have stupid laws...but often the stupid laws are a response to stupid behavior.
