No, inciting violence and disturbing the peace are crimes. Those people who commit these types of crimes would be arrested.

Yes, provided the comments don't fall under certain hate crimes. This is why you see police officers at various rallys or events such as the KKK or APEC etc. The police have an obligation to protect everyone's right to free speech, regardless of their personal beliefs. Many cops wind up being the lightning rod for these groups and protestors direct thier hostility at the cops on the scene believing they support the group that is the center of the controversy. In reality some of the cops would probably like to join the rally and start hurling rocks at the clowns that are causing all the grief. There is a fine line with respect to what constitutes freedom of speech and inciting a criminal act, riot or hatred though, and most of these groups know just how far they can push the envelope.

When posible, police can not be everywhere all the time.

But for example during KKK ralleys police are on hand for htier protection

cops protect nobody they are there to cause trouble and make cases they murder rape and rob very unbalanced and should kill themselves
