George Washington holds the highest rank in U.S. military history, "General of the Armies of the United States".

By an act of Congress JR, Public Law 94-479, 1976, George Washington, was said to "have precedence over all other grades of the Army, past and present."

btw - tony w - pershing did hold the title, but was only a 4-star general at the time....so washington, even w/o the act of congress, would still outrank him.

When MARTIAL LAW is declared...The Highest-Ranking Military Officer
would become Military Governor or head of the government.
Some say that the President of the US being commander and chief of the armed forces
would assume this position. Perhaps I m mistaken.. but it is possible that
all power would be removed from the previous executive, legislative, and judicial branches
of government. THE PRESIDENT of the US would also be REMOVED FROM POWER since
he or she is a part of the executive branch of government.
Power would then be transferred to either General of the Army or Fleet Admiral or
General of the Air Force. The Generals would probably have to elect a leader
within their ranks. If the federal Government became ROGUE...
even though Martial Law was put in force.. and a military leader was chosen...
the States would have to agree to this before they would allow the
Federal Government to strip their power.. thus allowing themselves to secede
from the union if they disagree with the actions of the federal government..
This is a very very sensitive topic and subject to great debate in regards to the constitution.
The people would have to stand up and agree before they become subservient
to the will of a Rogue Federal Government in a time of crisis.

The highest rank there IS is O-10, or E-9 in the enlisted track. Plan away. You don't always get to do what you want. Graduating ROTC will get you a commission. If you want to be an officer, that's probably your best option. Given your academic resume, you won't attend the Academy and OCS is unlikely as well. While you're in the Guard, you may be stuck in the unit you joined. There is often a lot less flexibility than people expect. If you have options to move into another unit, getting into one that's under-strength may help you move up faster.

I'd have to say that its the Chairman of the Joint Chiefs of Staff
I think like a 4-5 star general or some such rank. 5 Star is reserved only in war time.

President beyond that since he's the CINC

George Washington and Gen Pershing share this they both held the title of General of the Armies. No other Generals has ever held this title not even 5 star Generals or Admirals of WW2.
