Generally speaking, yes, it should. However, for harassing calls, it can still be traced. It hides the source of the call on caller id, but it is traceable. If you are calling an 800 number, it will show up on their bill, not their caller ID.

Yes you can use *67 on any calls (except to the government, 911, etc.)

Not to sure about this one. If you are concerned about people having your number when you call them you can petition the public utilities commission and to have your number blocked on all outgoing calls. If you accomplish this, you can *82 to have your number shown to those you want to.
