which program?
if it does, do you have any background programs running?
is the video you're trying to play corrupted or has a bad encode?
what is the amount of ram in your machine?
what is its processor speed?
did you turn off your virus protector?
have any spyware/adware slowing down your machine?
upgraded your video software lately?
updgraded the firmware for your video card lately?

many reasons why its going to skip.

A damaged or scratched DVD/CD may render the video player to skip some scenes which is normal. Better check your disks if it is clean and scratch free.
