GO to "One If By Land, Two if By Sea". It's $$$$ but is very romantic. Tavern on the Green might be fun, but I think it tends to be an older crowd.

Ooo, fun fun. Well it kind'a depends on how much you want to pay. I just went to the Black Duck, it's in the lobby of the Park South Hotel on 28th and Park. The prices were great, it's small, perfect mood lighting and fairly romantic (although I went with 2 girlfriends so my romantic meter wasn't quite on).
If you're willing to go all out I've heard great things about the Rainbow Room and One if By Land, Two if By Sea.
You should check out Citysearch.com - they have great reviews from normal people.

When you crave romance, ambiance and food, I have just the place for you. Barbetta. This restaurant is the oldest in New York and is still owned by the family who founded it!! If you want to be treated to a great dining experience, then this is the place to go. You will be greeted very warmly and the food is to die for! Your boyfriend will love you for taking him here.

Gramercy Tavern. Avoid Tavern on the Green, it's a tourist trap (unless you are into glitz and mediocre food)
