It's one of the colour selections that's recognized by the AKC as being acceptable. Most people are probably surprised because all they know are Lassie and the traditional Sable. Because you have a blue merle, if she's not already fixed, please NEVER breed her to another blue merle. Of course, only reputable breeders should be breeding, but should you want to, MAJOR health defects occur when blue merle is bred to blue merle.
I've linked to some collie photos for you. : )

Some friends of mine breed Collies, they have a color headed white that is nice but does nothing in the ring. You have to be careful breeding CHW and most especially double merles. Many health problems linked to merle and excessive white.
The gene for bi-color (B&W or bi-blue) does not exist in Collies, unless you are talking Border Collies and that is a totally different breed. 'Red' (sable) Merles are 'rare' because that is an incorrect/unacceptable color. Merles are not suppose to be bred with sables.

yes I'm seeing more of them at shows all the time. a blue merle
is a resessive gene from the tri-collie and sable collie. they can
have health issues because of this. shetland sheepdogs have the
same problem. the tri collie is the original color, but when the movie "Lassie" came out in the 50's or 60's the sable was the only color people recognized in the collie until the last 10 years
people wanted something different and the blue merles started
becoming more popular, same as the shetland sheep dogs.

I'm curious, is he a white merle (double merle) or is he a white collie with merle coloring?
I like white collies, they are very pretty. Double merles are pretty too, but they usually have defects, like blindness or deafness.
