Punish them everytime they lie. Tell them that they will get in less trouble if they tell the truth than if they lie about something.

To do this, first of all you should try to know him and his needs better and try to become almost his best friend, make him belive your one of his "partners".
Make him belive that you 2 have the same age, the same ideas, that you like plyaing and having fun fun in the same way, that you did the same at his age (and bring him a quite bad example of what happend), that you love him too much to harm him don`t metter what, and that everytime he does something that he thinks it`s stupid he must know that he has you there to help him and to protect him form being punished by the others, to give him a good advice and to cry/laugh with him.
They say the best way to raise a child is by raising him for himself not for your pride as a parent, so this mean that the only way you could make him the child you always wanted, and to manipulate him, is by knowing him very well, by becomming his best friend and by trying to make him do what you think is the best for him and according to his personality, but in the same time making him belive that it was his choise, not yours. In time, after your relationship will become closer, he`ll know that his parents are the first persons that should know about what bad things he has done, or what bad things he is about to do.
It is known that a child is lying when he is affraid ... and this is the key!

I make my 12-yr old write me a 2-page theme titiled "How Parents Should discipline a child who lies" ( or ...doesnt do her homework, or whatever.
Save that theme after it is written, you will be be amazed how effective it is to discipline a child the next time by using their own words against them! Really it works, especially if the kid hates to write things long hand!! Check for correct spelling and punctuation. It can turn a bad thing into humor and open the door for discussion on why being honest with your parents is SO VERY necessary!

Which are you more concerned about? Them lying or the sort of lifestyle they're leading? Lying shouldn't be the problem. If you solve the lying problem you may have a bigger mess than you were prepared for. But if you solve the ultimate problem first, the lying problem will solve itself naturally. Obviously I don't know your kids so I can't tell you what the bigger problems are, but it'd be a good idea to be as observant as possible, talk about things with their teachers, their friends, and ultimately them. Your kids may have lying problems, but I can't imagine any young adults having difficulty telling their parents what's wrong with them. ;) Good luck.

There's no way to stop them, we know punishment doesn't work for every child. They have to want to. Keep the lines of communication open with them let them know they can come to you and talk about anything and everything

I don't think there is a way at this point. You could try an intervention of some sort (where you stage something terrible to happen because of their lying), but that might not work. Try taking them to church (even if you are a non-believer, it might work).

Because they are scared of giving you the truth. You need to analyze how you treat them when they tell you things you don't want to hear.

don't make them lie
your challenge will be to effectively transition in roles from controlling parent to friend, doesn't matter though the'll probally grow to hate you any way
