It's really more to do with the mind set of people when they see the words "malt liquor". Yes, malt liquor generally is a higher alcohol content lager but not all are poor quality. The Europeans like Carlsberg makes an "Elephant Malt" that is pretty good.

It's just that most people drums up the image of drunks sucking on a 40 zo malt in a paper bag that gives it a somewhat undesirable label.

Malt Liquer is effectively just really high gravity beer. It tastes bad because brewers tend to use really cheap ingredients and less strict brewing processess then other beers.

Funny thing is that many craft brews are technically malt liquors because of their high alcohol content. The difference is that they tend to use very high quality ingredients and very strict brewing practices.
