Definitely acrylic based. Or, if you really want something easy to clean, use watercolors. That way you can wash off the bird when you decide to repaint the wall. Acrylic tends to goop and dry hard like glue, so explaining to your family why there's a screaming, green, plastic covered bird stuck to your wall is just.. difficult.
Go with Blue watercolor. I prefer Ultramarine myself.

He doesn't clash, he compliments. Blue & Green are complimentary colours on the colour wheel chart.
If you painted him blue then he'd be camoflagued by the wallpaper & you wouldn't be able to see him.
If it really bothers you, then I suggest that you get a pair of night vision infra red goggles & wear them inside the house at all times. Then you won't see any clashes.
I suppose that you could always trade him in for a Chameleon at your local pet shop?
Please don't paint him with any sort of paint, or use hair dye, or a spray gun on him. Though I suppose you could knit him a natty little blue jumper ......

nicely, we had a budgie named mirra yet she flew away. the 1st time we delivered her residing house, we named her pal too. i assume this could nicely be a typical call. i like unique names so perhaps you need to call him broia.
