First make sure you're drinking sufficient amounts of clean water. Take your weight in pounds and divide it by two. The number you're left with is how many ounces of water you need each day to avoid becoming dehydrated. If it's wintertime and you're in the house with the heat on high all day, you will likely need even more water. Also, make sure you are getting enough essential fatty acids, like omega 3/6. Finally, when you apply moisturizers, do it as soon as you come out of the bath/shower, while there's still dampness on your skin. The moisturizer will help lock in the moisture. I recommend using pure Shea butter. It's high in vitamin E and it's not full of toxic compounds that are in most lotions sold in stores today.

Try to use Aveeno's Oatmeal Bath and apply Eucerin lotion to your skin right after you shower or bathe after you towel dry really well. Let your skin absorb the lotion before you put your clothes on. Because if you don't your clothes will just rub the lotion off. Do this every morning and your skin shouldn't feel as dry. If that doesn't work, I would suggest that you go see a dermatologist and let him or her help you figure it out.

one to two tablespoons of olive oil in a warm bath every day; rub yourself down with it. or with almond oil, if you can afford it
moisturize yourself every day and do every thing you can to stop your skin from losing moisture ( that's why the oil is better than lotion) pay particular attention to your joints and exposed skin
