The anti-bark collars you are thinking of are meant for dogs that are problem barkers. It sounds like what you are looking for is something to tell you when your dog is about to get aggressive with another. I don't believe that the anti-bark collar will work on growling as it is noise activated and a growl is usually too low to cause the collar to work.
The best way to stop your dog from being dog aggressive is to watch her body language. When you see another dog coming you will be able to see telltale signs from your dog. Her body will stiffen, her tail may go up or straight out and if you can see her mouth you may notice that her mouth will be closed and you may see the start of a lip curl. Any and all of these signs are a good indication that your dog is becoming aroused. This is the time to do some training with your dog or cross the street and move away from the distraction.
I would suggest some dog training aimed at teaching your dog some socialization skills. A good obedience class or a session (or two) with a behaviour consultant would probably do the trick.

We bought one to use on our basset hound for a barking problem she had started to acquire from the neighbor's new dog constantly barking. It didn't work at all on her - I think because of her loose, droopy skin around her neck. It worked on me ok - while I was taking it off to see if I could adjust the strength of the shock, she barked, and it had such a strong shock I was afraid to turn it up any more on her. I'd spent $65.00 on it, too. Then we came across a remote control device you put a 9 volt battery in and push a little button on it and it emits a high frequency sound we can't hear but pets can. That worked great! All you have to do is point and firmly say your command and then push the button. They learn quickly - just be sure to point straight at the animal you are correcting, or they all catch the noise (I messed up once and launched my poor unsuspecting cat, whom I didn't see, out of a sound sleep - poor guy). We now have the best trained animals around, and everyone comments on them and thinks they've all been thru obedience school. You only need to use it a few times (they soon assoc. w/ the verbal command), and it causes no permanent damage. Most large pet supply stores have them. Good luck!

Unless you get a training collar where you can control the shock it doesn't work. I have barking collars for my dogs and they are activated by vibrations. Growling, whining and sometimes even their barking doesn't cause enough vibrations to make them work. So you would need something you could control yourself.

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.

no. wouldn't work. you need to socialise her. get in touch with your local humane society and ask them how to go about this; read some good training books so you can understand why this behaviour started and how to change it
