Collection agreed to negotiate and will accept 20% less. Am I all out of options? The backstory is I rented a Hertz car and dented it and my car insurance only covered a smidgen of the damage leaving me with a $600 bill.

Ya, your pretty much out of options. Just pay the 20% less to the collection agency.
If you try to not pay them at all, they could either take you to small claims court or they may put liens on other things that you own like property or vehicles, Or even worse have the money taken from your paycheck where ever you work.

When you mean negotiate, I am sure you have a letter from them that states that you pay 20% less and the debt obligation will be fulfilled.

If not they will resell the difference to another collections agency and you will be (for lack of a better term) screwed.

Obviously you didn't have adequate coverage for the rental car, and signed the waiver anyway when you rented. You are on the hook. Take the deal, pay it, or your credit will be impacted for a long time. You probably are on the black list of all the major car rental companies now as well.

Why didn't your collision cover all the damage?? (or are we griping about your deductible?)
Hertz is the prince of darkness of rental companies and if they will let you slide on 20% you better take it and run.

Your other option is to not pay and have them get a judgment against you and have it affect your credit.
