Get a resistance band. Hold with elbows bent and band behind head. Push out evenly with both hands. This should be very low impact for your elbow.

I lift weights, but I also have a resistance band at my work. I sit all day so I use that to help increase my muscle activity. The one I described to you is the one I use for my triceps. You can get a resistance band at wal-mart for 6 bucks.

Have you tried tricep dips? Sit at the edge of a coffee table (or table closer to the ground than a kitchen table) or chair (withouth wheels), place hans on either side of you with the heels of your hands on the chair or table, fingers hanging off. Now move your feet as far out from your body as you want, lift your butt off the chair or table, and lower your self, using your arms, to as close to the floor as you can without touching it. Raise back up, but dont sit on the table or chair, just lift up and down. To make it easier, move your feet closer to your body. To make it harder, move them farther away or stack one on top of the other.
