Why would your cat be outside? Do you have a play area for her that's not escapable and that no other animals can come into? If not, then your cat shouldn't be allowed outside. It's just far too dangerous for her. The statistic is something like outdoor cats live an average of 3 years while indoor cats live like 12-15 (average). Why do that to your cat?

gradually start moving your litter box outside. However, this could be a bad thing. In winter, do you really wanna make your cats go outside? I'd suggest toilet training them instead. You just gradually move the box to the toilet, then cut a small hole in it, so the litter empties into the toilet, making the hole bigger and bigger. But this is important--Do It Gradually. Or else they might start going on your rugs.

Cats will usually paw at the floor when they are going to use the bathroom, like if they were digging. When you see your cat doing this, pick him up and take him outside.
